Union Education Minister Dharmendra Pradhan has told the Lok Sabha today on 26 July 2021 that the Union Ministry of Education is preparing a bill for setting up the Higher Education Commission of India (HECI). Giving this information in the House, Dharmendra Pradhan said that the Ministry of Education had announced the National Education Policy (NEP) 2020 on July 29, 2020 last year after the approval of the Union Cabinet. Provision has been made for the formation of HECI in the NEP.

Dharmendra Pradhan said that the Higher Education Commission of India will act as the apex body for four different important functions in the field of higher education. These include regulation, accreditation, funding, and academic standard setting. He said that according to the four functions of the Higher Education Commission of India, as envisaged under the National Education, a bill is being prepared by the Ministry of Education for its establishment.

Talking about the National Education Policy 2020, according to its provisions, in place of autonomous education bodies like the National Council of Teacher Education (NCTI), University Grants Commission (UGC) and All India Council for Technical Education (AICTE) working towards high-level education. Now the Higher Education Commission of India will work only. NEP 2020 recommends setting up of HECI as the sole umbrella body for high-level education except for medical and law education.
